The listener has won a contest, and the prize is 3 minor wishes. When the speaker arrives to announce that she's won and to grant her wishes, they find her in what most would consider to be an embarrassing position. She, however, enjoys the fantasy of being watched by a stranger, and so knows exactly what to wish for.
The speaker is all too happy to oblige.
